The FBI has identified 12 separate locations when seeking to identify the primary locations where the public was most at risk during an incident:
- 74 businesses open to pedestrian traffic
- 37 businesses closed to pedestrian traffic
- 10 malls
- 15 institutes of higher education
- 42 schools (PreK-12)
- 7 military properties
- 19 government properties
- 12 health care facilities
- 11 houses of worship
- 12 residences
- 37 open spaces
- 1 “other” location
